I don’t understand how you could purport to be a driver of 4 years experience and forward the question. The driver is always responsible for everything, even if they are assured of compliance or correctness by higher authority. The driver is the last person who can catch any and every “mistake”, so often the responsibilities of others are left for the driver to catch and/or suffer the consequences. As a casual driver during the months chains are required you need to inspect the chains to ensure their numbers, serviceability and fit, every time, or take your chances. $160 is akin to no fine at all in the trucking industry.
